I understand the confusion you have about the safty - I also know that it is one of the most used trails in the park - that conflict baffels me still. I have been up there 3 times and each time I swor I would never go back up. Its is a lot of stair climbing, but if you are not in a hurry and take your time, it is so worth the effort! Those 4 miles are very strenuous, though.
