Upon seeing your comment, I personally downloaded and extracted the fastboot image of August 2019 security update. It may strongly be a case of incomplete/corrupted download. (Optional): If you’re using a custom ROM, go to ‘Wipe’ -> ‘Advanced Wipe’ and wipe the ‘Cache’, ‘Dalvik/ART Cache’, ‘Data’ and ‘System’ partitions. Why? 3. download both official .tar tissot package, and twrp flashable (if you plan to use magisk) XDA Developers was founded by developers, for developers.
